Paris city hall

Financing, design and provision of services, for a works and supply programme aimed at achieving energy savings and reducing greenhouse gas emissions, involving a hundred schools in the City of Paris.

LABEL - CERTIFICATION​

Winner of the 2017 Energy transition trophy in the “energy efficiency” category.

Energy efficiency

  • This project is a part of the energy climate plan of the City of Paris, that plans to cut down its energy consumption and greenhouse gas emissions by 30% in its administration. The project consists in renovating 100 schools to lower energy consumption by 20% compared to a reference year.
  • Heating systems, electrical and lighting regulation systems were renovated to manage the energy performance of the buildings.
  • A smart digital system was installed for the monitoring and remote control of energy performance.
  • 21,300 m2 were heat-insulated in the attics, 7,500 m2 within the buildings.
  • 1,830 m2 of wooden joinery with double glazing was installed and 2,000 m2 of roofing was repaired and converted into green roofs.
  • At the end, the goals were surpassed by a considerable margin, by over 36% since the contract was signed, making this project the winner of the 2017 Energy transition trophy in the “energy efficiency” category.

SOCIAL​ IMPACT

  • The works were carried out outside of school hours so as to minimise disturbances caused by them. Lastly, an awareness programme in eco-friendly gestures was organised for both the municipal officials and the students in partnership with the Éveil association, during the twenty years of the contract.
  • First-time employment hours representing 5% of the contract amount, namely €1.85 million were completed.
  • During the year 2017, 2,193 hours of re-entry were completed.
  • Local SMBs were employed.

Sarthe region

Lead investor in the construction and rehabilitation of four middle schools in the Sarthe region, located in Arnage, Coulaines, Le Mans and Noyen-sur-Sarthe to receive 2,300 students.

The project is in the operation phase since 2019.

LABEL - CERTIFICATION​

The project was subject to carbon assessment. Seeing the results, in end-January 2018, CERTIVA awarded MAINE COLLEGES 72 permanent HQE (high environmental quality) certifications for the “Programme Design” phase for each of the schools. The permanent HQE certification for the “Development” phase was awarded in November 2019 for all the schools.

As of November 2019, MAINE COLLEGES has also been awarded the Effinergie + label. This label testifies to the improvement in the buildings’ energy efficiency in relation to the 2012 Réglementation Thermique (the 2012 Heat Regulation).

Water management

Wastewater is let into the wastewater sewerage systems of the towns concerned.

A rainwater harvesting system is planned for sanitary use, so as to cover 10% of the water requirements for toilet bowls and urinals in the toilet facilities.

Waste management

Implementation of waste segregation.

All materials used in the construction have zero or very low VOC (Volatile Organic Compounds) levels.

Energy efficiency

The schools were equipped with low temperature radiators that require 30% less energy to provide the same thermal comfort given their much larger contact surface with the ambient air.

Ceiling radiant panels that allow a more accurate monitoring of power consumption, have been installed in the canteens.

PV solar panels will be installed horizontally on the roof, covering a total area of 57.12 m2.

The kitchen appliances run on electricity and are equipped with an energy optimiser.

SOCIAL​ IMPACT

The project complies with contractual commitments in terms of first-time employment, namely 20,000 work hours, and in employing SMBs for which the recruiting rate is 40%.

Asbestos removal and demolition works are carried out during school vacations and the floors are hosed in case of heavy dust.

Instead of a rock-breaker, the alligator crusher is used with rubber mallets to avoid the noise of metal against metal

AIX-MARSEILLE UNIVERSITÉ

Public-private partnership (PPP) project for the design, restructuring (in full or in part), rehabilitation (in full or in part), energy efficiency works, financing, maintenance works and major renewal works, as well as the provision of certain services for a 32,000 m² university building complex and areas located on the Luminy Campus site in Marseille.

In the operation phase at end-October 2020.

LABEL - Certification

IdEX label

The Project is a part of Plan Campus operation. In 2016, the university was among the three universities whose IdEX (Initiatives for Excellence) label was confirmed.

Energy efficiency

The contract includes a number of commitments on the thermal quality of buildings, performance of thermal facilities, performance of cold production equipment, performance of lighting equipment and optimisation of lighting conditions, implementation of efficient steering, operation and preventive maintenance, as well as users’ awareness-raising in energy consumption on the site.

SOCIAL​ IMPACT

23,331 hours of first-time employment were completed, and one part of the Design and Works accounting for €25,571,630 excl. tax was entrusted to SMBs.

Initiatives have been taken to minimise the disturbances caused by the construction site. By hosing down demolitions and setting up a central suction system, the dust pollution problem was kept under control. As self-placing concrete was used, internal vibrators were not needed, thus lowering the noise levels to which the workers and the neighbourhood were exposed, and also decreasing the physical load associated with their use.

Transport Infrastructure

Vichy City Transport

Private-public partnership to finance the laying of a road bypass south-west of Vichy

In operation since 2015.

Environment

Measures have been taken to cut down the adverse effects to the environment resulting from the laying of this new road.

  • The areas occupied by the worksite were restored by creating wooded areas covering a surface area equivalent to the area that was cleared, and by building wildlife passages for animals to be able to cross over to the other side of the road.
  • Measures were implemented specifically to safeguard protected species such as the black kite and the white willow woodland.
  • A mechanism to recover liquid pollutants, in case of a road accident, has been installed, as also channels and retention tanks to collect rainwater.
  • A study has been planned in four years to check the efficiency of these measures.

Social impact

The measures implemented should help in reducing the disturbance caused to the roadside residents along the D906, among other things, and to improve the urban traffic conditions including within the business clusters.

Lorraine Region

Investor from a private consortium, investing in the private-public partnership contract launched in the Lorraine region for the rehabilitation and maintenance of a boarding high school in Bains-les-Bains.

The project is in operation since 2016.

LABEL - CERTIFICATION​

The rehabilitation works carried out to convert the high school buildings into low-energy consumption buildings (BBC) resulted in energy performance gains that should enable the buildings to obtain the HQE (high environmental quality) certification in the near future.

ENERGY EFFICIENCY

  • Monthly monitoring of energy and electrical meters.

WATER MANAGEMENT

  • Monthly monitoring of water meters to control consumption. Domestic hot water is provided by solar panels that are backed up by a gas-powered boiler system.

SOCIAL​ IMPACT

  • Planned goal to complete 13,500 hours of first-time employment actions through economic activity. This target was surpassed as over 13,833 hours were completed.
  • €1,534,962 excl. tax was allocated directly to SMBs and/or local craftspersons and €3,175,028 excl. tax was entrusted indirectly.

Public-private partnership for the rehabilitation of the scientific unit of  ENS in Lyon.

LABEL - CERTIFICATION​

The worksite is a signatory of the Low environmental impact worksite charter.

Waste management

  • An organisational framework for waste management and disposal (SOGED) has been set up to promote construction methods that generate the least amounts of waste and to manage the waste resulting the works in the best possible way.
  • Waste segregation is implemented to manage the waste generated by the worksite depending on the worksite process and the working of the laboratories. In compliance with the low environmental impact worksite charter, the waste recovery rate will be at least 50%.
  • Emergency antipollution response kits are made available to avoid pollution by accidental spillage.
  • Pollutant products are stored in retention tanks and hazardous waste is removed to a specialised treatment plant.
  • The staff is made aware through the display of prevention fact sheets that are prepared by the group or in-house, to promote good practices and inform about the hazardous situations that may arise. Several employees have been trained in the treatment of pollutions and in ICPE (facilities subject to environment protection assessment) topics.

Energy efficiency

  • The goal is to lower energy consumption by 20% compared to the current consumption in the ENS buildings.
  • The performance criteria are reviewed monthly through the monthly operation-maintenance report. All the criteria were satisfied for the 2017-2019 period.

 

  • Annual energy consumption is monitored through the existing meters and the ones that were installed in the course of the works. The related information is given in the monthly operation-maintenance reports.
  • Building stock improvement works are carried out by installing glazing and through insulation works. Joinery has been replaced, and so has the lighting with detection and dimming techniques.
  • The staff has also been made aware of energy saving during their onboarding.
  • Energy is managed through computerised and centralised monitoring. These works should allow savings of 20 to 30% depending on the fluids, in each building.

Water management

As regards water management, neutralisation tanks are used to treat wastewater discharged by the laboratories.

Environment

  • Suppliers were chosen wisely based on social, ethical and environmental criteria applied by the project. These criteria require strict adherence to regulations, the capacity to comply with the provisions of the low environmental impact worksite charter notably in choosing the materials used. The choice of the products is oriented towards products that have lower toxicity such as plant-based form oil for instance.
  • After the works are completed, the clean worksite manager prepared an environmental report in addition to the monthly reports.
  • Lastly, an original initiative was taken in installing beehives on the worksite bungalows, from which 20 kg of honey per year was collected!

SOCIAL​ IMPACT

  • For these works, 6,000 hours were worked by people having difficulties in securing jobs, and over 3,200 hours for operation-maintenance services.
  • Local SMBs accounted for over 20% of the investment cost.
  • Cutting work was carried out outdoors and most often in the factories. If any cutting work had to be done on site, the cutting table was fitted with a suction unit to avoid dust emission.

Town of Bussy Saint

Private-public partnership for the financing, building, upkeep maintenance of a Sports Complex for the town of Bussy St Georges.

The Sports Complex has floor space of about 6,000 m² and is divided into different team games areas and a martial arts area.

LABEL - CERTIFICATION​

The infrastructure achieved the low-consumption building (BBC) level.

Renewable energies

  • 55 solar heating panels to produce domestic hot water were installed. The panels are 2.3 m2 each with a power output of 3.8 w/m2, adding up to a total power output of 480 watts. With them, the infrastructure is self-reliant for 30% of its electricity.
  • It is noteworthy that about 100 m3 of hot water are produced each year.

Ennergy efficiency

With the action plan to improve the project’s energy efficiency, the infrastructure achieved the low-consumption building (BBC) level.

  • The façades of the large sports halls are made of Kalwall panels. These translucent, fibre glass panels absorb natural light that they bring into the building as a soft, even and soothing lighting, avoiding the uncomfortable effects of direct sunlight.
  • They also drastically reduce the extent of artificial lighting required, thus lowering electrical power consumption.
  • With this method, energy consumption for heating the building is reduced to a considerable extent.

Waste management

Engie, in charge of maintenance, uses a dumper-based collection system to recycle all the filters that are then sent to the waste disposal site.

The heat recovered during the treatment to bring the wastewater temperature to 30° as accepted by water treatment plant, is used to preheat the water in the tunnel washer given that the laundry wash water is pretreated in terms of temperature and pH.

SMBs could be employed for the project to the extent of 12% of the initial investment cost and 30% of the routine maintenance cost.

  • The building was awarded the HQE (high environmental quality) certification recognising its “Highly efficient” performance in energy management, hygrothermal comfort (temperature and humidity) and the health quality of the areas. It was also awarded the “Efficient” performance HQE certification for its choice of products, systems and processes, the low environmental impact of the worksite, the maintenance and durability of its environmental performance, acoustic, visual, and olfactory comfort, and the health quality of water.
  • The Builder was a signatory to this Chantier Vert (green site) charter project where the following objectives were fulfilled: limit the risks and disturbances caused to the worksite area residents, limit worker health risks, limit local pollution caused by the worksite, limit the quantity of worksite waste that is landfilled.

Partnership contract for the financing, design, construction and maintenance of buildings to be used for grouping the central administration of the Ministry of Defence in the Balard site in Paris.

The project also includes the laying of a new RATP track, the development of an information and communication system, and the construction of a 90,000m²  plot of office buildings in “Corne Ouest”.

A waste storage premises with waste segregation will be provided in all the buildings of the site.

  • The buildings were constructed to guarantee an energy consumption of 40kWhep/m2/year, and a bonus/malus system associated the energy efficiency was created.
  • As a result, heating, lighting, air-conditioning, ventilation and hot water consumption was reduced by two-thirds in comparison with the heat regulation applicable since 2012.
  • Additionally, annual heating requirement was reduced by two-thirds in comparison with those of a passive building.
  • The building naturally meets its heating, cooling and ventilation needs during 80% of the year. It also acts as an energy ecosystem as 75% of annual heating needs are covered by recovering and reusing energy that is usually dissipated and totally lost.
  • As regards the annual cooling requirement, 90% is covered passively by using groundwater for heat exchange in ceiling radiation.

One portion of the building’s electricity is supplied by rooftop PV panels covering a total surface of 7,700m2, with a production of about 10kWhep/m2/year.

  • Rate of employment of local SMBs, during the construction phase, was 20% for real-estate investments, 10% for moveables investments, 10% for IT investments.
  • In the operation phase, the rate of employment of local SMBs was 10% for maintenance, renewals, replenishment of moveables and services, and 8% for renewals and IT services.

During the construction phase, the Assignee organised a segregated storage system (dumper, compacters, etc.), weekly logistics rotation for removal from sites, and awareness-raising among the worksite staff to do away with all active pollution (as polluter) and passive pollution (accepting pollution without corrective action).

  • Choice of low-consumption solutions for lighting, air conditioning and equipment. Lighting is adjusted according to the presence of staff in the technical rooms, as also air conditioning.
  • A film was placed on glazing in order to limit the influence of external temperatures.

SMBs handled works accounting for 7% of the construction costs, and now have been entrusted 10% of the maintenance costs.

A contractual commitment was made to continually adapt to the changes in the infrastructure regulations

A building is guaranteed to comply with new market trends through the commitment of the Co-contractor to keep the hospital complex up to standard. More specifically, the Co-contractor committed to conduct a technology watch to enable the hospital complex to benefit from the research and technological progress.

In keeping with the contractual commitment, 30% of the building and equipment costs were allocated to SMBs and craftspersons.

  • The middle school in Pavillons is also equipped with a wood-fired boiler, 600 kW in this case.

The schools use a rehabilitation company to take care of their green areas.

social impact

The centre will develop a new cancer treatment capacity, using technology based on a carbon-ion particle accelerator developed by the company IBA.

Environnement

A major retailer approached Atlante Gestion for the outsourcing of a part of its equipment (refrigeration unit, cashing, lights, etc.). Through a structure dedicated to the transactions conducted, Atlante Gestion has acquired €380 million worth of equipment in several branches.

Atlante Gestion has signed an agreement with an energy savings management company to provide their clients with an advisory and financial structuring service to implement global contracts for energy performance management that incorporate an audit and a solution to optimise equipment consumption, as well as contract and asset financing, carrying, and management solutions.

This investment is in line with our investment strategy for environmental protection and energy efficiency financing.

Considerable energy savings are obtained with the funded equipment. Using LED lighting cuts yearly power consumption by 30 to 60%. Likewise, energy savings of 30 to 40% are obtained with vertical doors for refrigeration units, of 25 to 30% with refrigeration unit covers, of 15 to 20% with variable speed drives on compressors, and of 10 to 15% with boiler burners.

By using the monitoring platform of a Partner in the energy sector, this equipment can be reallocated, or end-of-life equipment can be recycled in an eco-friendly manner.

Atlante Gestion participated as financial advisor for bond investors regarding the financing of the new cancer research and treatment plant in Caen.

In its initial investment phase, this project brought together the Lower Normandie region, the Council of Europe bank, and several top-tier  institutional investors including CDC.

In the second phase, Atlante Gestion participated in fund-raising with bond investors to finance a centre for the development of a new technology in cancer treatment based on a new generation Cyclotron – a carbon ion particle accelerator developed by IBA in its “NHA” (Normandie Hadron thérapie) project.

A waste segregation system was installed and a study of the dismantling of the bunker, in case of restoration, was conducted in the design phase.

The project represents two bond investment lines for which Atlante Gestion represents the bondholders’ group.

The project is a part of a specific approach to the treatment of cancer in children and patients who are difficult to operate.

Water management

  • Installation of a water circuit breaker system on the Stadium’s cold sanitary water system. This system analyzes the continuous consumption of water via the pulses returned by the meter and allows to automatically close the main valve of cold sanitary water in case of abnormal consumption and therefore suspected leakage.

Waste management

A waste 49.97 tonnes of waste were produced in 2020 (operating) and 42.12 tonnes retired (85% of waste reprocessing).
